Wireless Accuracy Testing

Experiencing difficulties locating certain wireless callers, Lawrence County sought to validate and assure all carriers and systems deliver data as accurately as possible.  To assure data accuracy, the County determined the best method was independent accuracy testing--throughout Lawrence County, with all wireless carriers.
 
The Federal Communications Commission (FCC) creates, issues and monitors wireless service provider (i.e., carrier) standards based on current technologies--handest or network-based.  By January 18, 2016, carriers must fully comply with the following:

During June 2011, Mission Critical Partners (MCP) assisted Lawrence County conducting testing—independent of hardware manufacturers, software developers, and or equipment providers. With County assistance, MCP identified 25 geographical test sites and the following carriers operating within the County: AT&T Mobility, Sprint Nextel CDMA, Sprint Nextel iDEN, T-Mobile, Verizon, and Revol. Additionally, MCP reviewed PSAP equipment and operating procedures—ensuring they do not interfere with carrier location information. Initial testing discovered no issues.

To obtain Latitude (LAT or Y) and Longitude (LONG or X), at each test site, MCP used Global Positioning System (GPS) equipment accurate to one meter. Once obtained, MCP attempted to complete five calls with each carrier—stipulating a minimum of five re-bids per call. Contact One compared test site LAT LONG vice PSAP telephone equipment data.

Primary Testing Objective: identify individual carrier compliance with FCC standards. Testing identified other issues (e.g., dropped calls, calls directed to neighboring PSAPs, and calls delivered via administrative lines vice 9-1-1 trunks), also. MCP will continue to work with Lawrence County and carriers to resolve all immediate issues, and provide notice to carriers regarding accuracy findings.
